The headline goal, with a hard date on it. Thirteen test flights have flown so far; the 24 July flight deployed 20 Starlink satellites and managed the program's most intact reentry yet, but no Starship has carried a person.
Resolves YES if a crewed Starship mission carrying humans around the Moon launches before 1 January 2028.

The crew must be aboard at launch, an uncrewed lunar flight resolves NO. Launch is the trigger, not a successful return.
