What is an oracle in prediction markets?

Whoever (or whatever) decides what actually happened when a market ends.

A market is only as good as its answer key. The oracle is the named source of truth, an official result, a data feed, a specific page at a specific time.

Good markets name their oracle up front. Vague oracles ("we'll see who obviously won") are where prediction markets go to die.
